Public Notice – Request for Proposals

NOTICE IS HEREBY GIVEN THAT, pursuant to Section 4(c) of the Tax Increment Allocation Redevelopment Act, the Village of Rossville, Vermillion County, Illinois is seeking bids, offers, and/or proposals (“Bid(s)”) to lease a Village-owned parcel of land located at 121 East Attica Street, Rossville, IL 60963 (“Parcel”), with said Parcel being more particularly described below. Any and all Bid(s) must be submitted in hard copy to the Village at Village Hall, 120 East Attica Street, Rossville, IL 60963, and must be actually received by the Village on or before Friday, April 24, 2026, at 9:00am.

The Bid(s) need not be in a specific format nor submitted on a specific form; however, all Bid(s) must, at a minimum, include the following: (a) the total amount offered for the purchase and/or lease of the Parcel; (b) a narrative explaining the intended use of the Parcel; (c) If the Bid(s) are to lease the Parcel, the terms and conditions that the lessee would be seeking from the Village; (d) a statement, prepared by a duly licensed accounting or auditing firm in Illinois, which provides projections of the sales tax and property tax to be generated by the purchaser’s intended use of the Parcel; (e) a statement of financial condition for all persons who would obtain a beneficial ownership interest in the Parcel, prepared by a duly licensed financial institution and/or licensed financial professional in the State of Illinois; and, (f) if the purchaser intends to acquire the Parcel through a corporation or other entity, all documentation evidencing that entity’s ability to do business in the State of Illinois.

The Village reserves the right to cancel or modify any solicitation; to reject any and all Bid(s) in whole or in part; and to waive any informality or technical defects in Bid(s) if, in the Village’s judgment, the best interests of the Village will be served in so doing. The Village may seek clarification of Bid(s) from any bidder or proposer at any time, and failure of such bidder or proposer to timely respond may be cause for rejection. Clarification is not an opportunity to modify the Bid(s). Submission of Bid(s) does not confer any right of selection or right to a subsequent contract on any person. This solicitation process is for the sole benefit of the Village. Costs of preparation of Bid(s) are solely those of the bidder or proposer. The Village assumes no responsibility for any such costs incurred by the bidder/proposer. The Village reserves the right, but is not obligated to, conduct discussions with qualifying proposers. These discussions may be requested to be in person or via video or audio conferencing. The Village also reserves the right to request revisions to Bid(s) for the purpose of obtaining best and final offers. The Village reserves the sole and exclusive right to reject or accept any and all Bid(s) and to waive any informality in any Bid(s). The best interests of the Village shall be considered as the key factor for selecting, rejecting, or accepting any Bid(s).
